En raison du manque d\u2019\u00e9valuations qui soient \u00e0 la fois rigoureuses et r\u00e9alisables dans le cadre des programmes d\u2019\u00e9ducation en situation d\u2019urgence, on ne dispose souvent que d\u2019informations limit\u00e9es sur les lacunes des enfants et sur l\u2019impact de ces programmes.<\/span><\/span><\/span><\/p>\n<p><span><span><span><span lang=\"FR\"><span>L\u2019\u00c9valuation globale des r\u00e9sultats d\u2019apprentissage et de d\u00e9veloppement (Holistic Assessment of Learning and Development Outcomes, HALDO) a \u00e9t\u00e9 con\u00e7ue pour combler ce manque d\u2019informations<\/span><\/span><a href=\"#_edn2\" name=\"_ednref2\"><span><span><span><span><span><span><span>[2]<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span lang=\"FR\"><span>. Elle permet aux praticiens de comprendre les besoins des apprenants \u00e2g\u00e9s de 4 \u00e0 12 ans dans quatre domaines&nbsp;: alphab\u00e9tisation, math\u00e9matiques, apprentissage social et \u00e9motionnel (ASE) et fonctionnement ex\u00e9cutif<\/span><\/span><a href=\"#_edn3\" name=\"_ednref3\"><span><span><span><span><span><span><span>[3]<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span lang=\"FR\"><span>.<\/span><\/span><span lang=\"FR\"><span> HALDO<\/span><strong><span lang=\"FR\"> <\/span><\/strong>contient \u00e9galement des questions \u00e0 propos des caract\u00e9ristiques d\u00e9mographiques et du m\u00e9nage, de la situation socio-\u00e9conomique, de l\u2019environnement d\u2019apprentissage \u00e0 domicile et du handicap<\/span><a href=\"#_edn4\" name=\"_ednref4\"><span><span><span><span><span><span><span>[4]<\/span><\/span><\/span><\/span><\/span><\/span><\/span><\/a><span lang=\"FR\">.<\/span><strong> <\/strong><\/span><\/span><\/span><\/p>\n<p><span><span lang=\"FR\"><span>En 2018, HALDO a \u00e9t\u00e9 pilot\u00e9 dans 32 \u00e9coles et centres \u00e9ducatifs dirig\u00e9s par Save the Children et Windle International Uganda dans les camps de r\u00e9fugi\u00e9s de Rwamwanja et Kyangwali dans l\u2019ouest de l\u2019Ouganda. \u00c9tant donn\u00e9 que ces deux camps venaient r\u00e9cemment d\u2019accueillir des r\u00e9fugi\u00e9s en provenance de R\u00e9publique d\u00e9mocratique du Congo aux origines linguistiques diverses (24 langues maternelles avaient \u00e9t\u00e9 identifi\u00e9es), les \u00e9coles ont trouv\u00e9 particuli\u00e8rement difficile de r\u00e9pondre aux besoins des apprenants. <\/span><\/span><\/span><\/p>\n<p><span><span><span><strong><span lang=\"FR\"><span>Difficult\u00e9s de mise en \u0153uvre<\/span><\/span><\/strong><\/span><\/span><\/span><\/p>\n<p><span><span><span><span lang=\"FR\"><span>Nous avons trouv\u00e9 que HALDO offrait une mesure fiable et valide des diff\u00e9rents domaines d\u2019apprentissage et de d\u00e9veloppement des enfants dans ces contextes.<\/span><\/span><span lang=\"FR\"><span> Dans le pr\u00e9sent article, nous nous concentrons sur trois d\u00e9fis rencontr\u00e9s durant le pilote, en rapport avec son application pratique. <\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><strong><span lang=\"FR\"><span>Langue&nbsp;:<\/span><\/span><\/strong> <span lang=\"FR\"><span>Durant nos discussions avec les organisateurs communautaires, nous avons identifi\u00e9 l\u2019anglais, le kiswahili et le kinyabusha\/kinyarwanda comme les langues les plus appropri\u00e9s pour l\u2019\u00e9valuation. <\/span><\/span><span lang=\"FR\"><span>Il fallait donc qu\u2019une majorit\u00e9 des \u00e9valuateurs parlent ces trois langues couramment puisque les \u00e9coles n\u2019\u00e9taient pas s\u00e9par\u00e9es en fonction de la langue des \u00e9l\u00e8ves. Par ailleurs, les \u00e9valuateurs ont jug\u00e9 que la terminologie utilis\u00e9e dans la traduction en kiswahili n\u2019\u00e9tait pas adapt\u00e9e aux enfants&nbsp;; plut\u00f4t que de permettre aux \u00e9valuateurs de reformuler les questions durant les \u00e9valuations, nous avons en fait d\u00fb r\u00e9viser la formulation de tous les \u00e9l\u00e9ments de l\u2019\u00e9valuation durant la formation afin d\u2019en garantir la coh\u00e9rence et d\u2019utiliser une terminologie adapt\u00e9e. <\/span><\/span><span lang=\"FR\"><span>Au vu de cette diversit\u00e9 linguistique, nous recommandons aux personnes qui entreprendront d\u2019autres \u00e9valuations \u00e0 l\u2019avenir de conduire un exercice d\u2019identification linguistique plus complet avant de traduire l\u2019outil, de cr\u00e9er un cadre d\u2019\u00e9chantillonnage bas\u00e9 sur les langues parl\u00e9es, de faire intervenir des \u00e9valuateurs qui parlent ces langues couramment et de conseiller aux traducteurs de travailler avec les membres de la communaut\u00e9 afin d\u2019utiliser un langage adapt\u00e9 aux enfants.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><strong><span lang=\"FR\"><span><span>Formation des \u00e9valuateurs&nbsp;:<\/span><\/span><\/span><\/strong><span lang=\"FR\"><span><span> Nous avons pilot\u00e9 un mod\u00e8le de \u00ab&nbsp;formation rapide des \u00e9valuateurs&nbsp;\u00bb, utilisable dans les programmes d\u2019\u00e9ducation en situation d\u2019urgence dont le temps et les ressources sont limit\u00e9s. Ce pilote, d\u00e9ploy\u00e9 en Ouganda, a mis en lumi\u00e8re les inconv\u00e9nients de ce mod\u00e8le. En particulier, le d\u00e9ploiement d\u2019un tel mod\u00e8le de formation peut avoir pour cons\u00e9quence de r\u00e9duire la fiabilit\u00e9 de la notation des \u00e9valuateurs puisqu\u2019ils n\u2019ont pas toujours suffisamment de temps pour acqu\u00e9rir une compr\u00e9hension harmonis\u00e9e de l\u2019\u00e9valuation et de son utilisation. Ce pilote nous a aid\u00e9 \u00e0 identifier des questions particuli\u00e8res qui posent probl\u00e8me aux \u00e9valuateurs (par exemple, les t\u00e2ches \u00e0 dur\u00e9e limit\u00e9e et la s\u00e9lection des r\u00e9ponses correctes et incorrectes aux questions ASE), ce qui nous a permis de modifier la formation rapide des \u00e9valuateurs pour qu\u2019ils comprennent mieux ces domaines d\u2019\u00e9valuation et sachent mieux noter les r\u00e9ponses correspondantes.&nbsp; <\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><strong><span lang=\"FR\"><span><span>Informations utiles aux animateurs&nbsp;:<\/span><\/span><\/span><\/strong><span lang=\"FR\"><span><span> L\u2019un des objectifs de HALDO est de donner aux enseignants et aux animateurs des information globales sur les lacunes des enfants avec lesquels ils travaillent, et le pilote a soulign\u00e9 \u00e0 quel point cela \u00e9tait important. <\/span><\/span><\/span><span lang=\"FR\"><span><span>L\u2019un des moyens de fournir ces informations aux animateurs est de relier les r\u00e9sultats de l\u2019\u00e9valuation \u00e0 un contenu p\u00e9dagogique sur-mesure afin de garantir que les besoins d\u2019apprentissage et de d\u00e9veloppement identifi\u00e9s s\u2019accompagnent d\u2019instructions claires quant aux ressources p\u00e9dagogiques \u00e0 utiliser pour y r\u00e9pondre. <\/span><\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span><span><span><span lang=\"FR\"><span>Nous allons continuer de perfectionner HALDO, notamment en \u00e9laborant des directives expliquant les meilleures m\u00e9thodes pour l\u2019adapter et le traduire, et en am\u00e9liorant la formation des \u00e9valuateurs afin que l\u2019outil puisse \u00eatre d\u00e9ploy\u00e9 rapidement d\u00e8s le d\u00e9but d\u2019une situation de d\u00e9placement.
