En date du 31 juillet 2010, l’on estimait à 1,9 million le nombre de personnes déplacées de l’intérieur dans les provinces du Nord-Kivu, du Sud-Kivu, Orientale, de Katanga et de l’Équateur en RDC. Et il ne faut pas oublier que les PDI ne représentent qu’une fraction des personnes dans le besoin en RDC. La situation des rapatriés, des familles d’accueil et de nombreuses populations des régions non touchées par les conflits est souvent bien difficile.

Forced displacement can be lawful under international humanitarian law (IHL) if it makes a community safer or if imperative military reasons require it. However, in most cases people leave their homes because one or both sides to a conflict has been violating IHL. أكواخ مصطفَّة ومترامية على أرض جافة مغبرّة. خِيمٌ يُخزَّن فيها الطعام، والبطانيات، ومواد الملاجئ وأدواتها.سوق مؤقت تُباع فيه بعض المواد الأساسية كالبطاريات، والدلاء، والصابون، والملابس المستعملة. ومضخات يدوية للمياه يحيط بها حشد من الناس (معظمهم من النساء) ينتظرون دورهم لتعبئة ما يحتاجون وعائلاتهم من الماء.

هذه أحوال مخيمات اللاجئين التي لا تختلف كثيراً، من الناحية الشكلية على الأقل، عما كانت عليه قبل ثلاثين أو أربعين عاماً، وكأن الحداثة تخطت تلك المخيمات. لكننا إن نظرنا إليها من كثب، لتبين لنا بعض التغيرات فيها.
